Concealed Gun Carry Without A Permit?

I'm not a gun owner but most of my friends are so I'm on the fence about some of the issues.  For instance, I think anyone who wants to own a gun should be allowed to as long as they meet the necessary requirements.  And I also think, however naive it might be that, we need to have a better background checking system so guns go to the people who want them for the right reasons.

So here's where I need help...New legislation has been introduced in Lansing that would allow law-abiding citizens to carry concealed weapons without a government issued permit.  So, basically, penalties for unlawful possession of a firearm will remain in place, and people who are not legally allowed to carry a firearm will not legally be allowed to carry a concealed weapon either.  Supporters say the special permit is an extra expense and inconvenient.

I want to hear from you.  Explain to me why its a good thing or a bad thing.
