Have You Seen Traffic Lights Do This In Portage?

What on earth is happening with traffic lights in Kalamazoo and Portage?

Driving down Westnedge Avenue Monday around 12:45 PM I came up on a traffic light at Dawnlee Ave with solid greens and blinking reds. I'm not a scientist but I'm pretty sure something is wrong. That was followed by flashing red lights at the next intersection.

Just last week I was told traffic lights were doing the same thing at Sprinkle Rd and East Michigan in Kalamazoo.

This seems like an odd and dangerous coincidence. Does anyone know what the heck is going on?
