The data set ranges from average growth in number of small businesses to investor access to labor costs and the best according to that criteria, that I don't even begin to understand, the best is Holland, MI. In addition, wallethub.com says Kentwood, MI has the most affordable office spaces at an annual rate of $9.06 per square foot, which is 6 times lower that the most expensive small city in America.
